*JOB DESCRIPTION*
The Community Development Block Grant Planner position conducts work dedicated to supporting the administration of the City’s Community Development Block Grant (CDBG) program.
This position works under the direction of the Senior Planner with a range of Planning Department functions, including financials, payment processing and record keeping, consultant coordination, and community interaction associated with the City’s Fiscal Year 2022/2023 CDBG grant program.
This position is grant-funded for a minimum of 24 months.
*ESSENTIAL FUNCTIONS*
· Provides staff-level support to and administers all aspects of the Fiscal Year 2024 Community Block Grant Program and will act as a department liaison for the project between the Planning Department, DPW, and Parks and Recreation.
· Assists the Senior Planner and Planning Director in creating the CDBG work plan, project goals, timelines, and scope of work prior to consultant selection.
· Assists in preparing the initial RFP for consultant services for the project, including working with the City’s Procurement Officer, preparing the legal advertisement, and payment for the same.
· Provides financial oversight of contractor payments, preparation, and maintenance of all associated CDBG records, including but not limited to grant drawdowns, accounts payable, and receivable; prepares and files required quarterly reports, grant closeout, and updates to the Executive Office of Housing and Livable Communities.
· Serves as primary contact for CDBG project consultants, contractors, and sub-grantees, the City’s Environmental Certifying Officer, Relocation Officer, and grievance review; conducts public outreach and engagement on community needs and program progress.
· Provides all community outreach efforts associated with the project designs, including preparation and distribution of press releases, preparation and maintenance of project webpage, preparation and coordination of all community events, and preparation of social media information.
· Performs similar or related work and special projects as required or as the situation dictates.
*EDUCATION AND EXPERIENCE*
Bachelor’s degree in urban planning, regional planning, or a closely related field, and a minimum of two years of related municipal experience, or any equivalent combination of education, training, and experience.
